Not really... soldering and all sorts of stuff would have to be changed, as well as components on the motherboard to give you video card functionality... and then firmware and video drivers on top of that after... THEN you would have to find out how to connect what you've just created to the system you want it to be a video card in. Much better just buying a video card.
You CAN, however, take a video card out of an old system and put it in a new system assuming its got the right port (PCI, AGP, or PCIexpress) unless it is an onboard video.|||Yeah it would be cool... I always like finding neat little projects to play around with sometimes just to see if I can do it.
Its a good thought.

|||on board graphics is about as close as it gets in concept you could dedicate 2cores of 4 with the right programming and enough ram to perform as a substitute for graphics card it would be very difficult and problematic a vid card is much cheaper and easier|||ummmm Negative
possibly can upgrade ram and overclock..
