Is the s-video receptacle on my ATI radeon HD 2400 PRO video card for outgoing or for ingoing to my computer?

Can I have an output from my digital cable box S-video go to the video card to view the PVR recorded movies on my computer?|||its outgoing. and its for a t.v.
