How to fix the fan on my video card/ Graphics?

I have a Nivida GeForce 9500gs and it started making noise at first but it didn't do anything then the noise stopped after a few months and now the fan doesn't move any more is there a way to fix my fan. Kinda short on money but if were to buy a new graphics card what is a good one i have only 300W on my power supply and i wanna run 1600x900 on Call of duty . It's an after-market cooling fan that the manufacturer claims will fit most mainstream NVidia and ATI cards. If it fits yours it would make a relatively cheap fix:

Please note that putting an after-market fan on a video card typically voids any warranty that you may have had.|||There's aftermarket fans you can put on a some video cards. Possibly there's one that'll fit yours.
