I just bought a pci video card but it says it cant find enough resources what can i do to get it working?

the video card is an evga geforce 8400 gs and i am running windows xp|||Look to see if there is a plug on the back of the card....if yes you will need an adapter for it. It should have come with the card. You may not have a big enough power supply. Any of the 8800 and up cards will need a lot of power (amps). If the power supply isn't big enough, then I would not get less than a 500 watt PSU, try for one of the modular cable PSUs.
