Would a better graphics card increase the video quality of movies and cable from TV tuner?

I have a HD TV tuner thats suppose to be "HD" but the video comes out very blurry and low quality and I'm guessing its because my computer has a cheap integrated graphics card so I was wondering if getting a better graphics card solve the problem? maybe like a 9600GT|||it should. if your IGP is terrible you'll notice an immediate improvement when you switch to a discrete graphics processor. I'd say that's a decent card to choose, but always make sure the card is HDCP ready
